Business to Government Facilitation (B2G)

CGAPP believes that local governments play a pivotal role in addressing issues of public importance, given their proximity to communities and on-ground realities. However, to effectively respond to evolving challenges, they must be equipped with access to the right technological and innovation-driven solutions.

Through its B2G facilitation efforts, CGAPP works closely with local governments to identify and map pressing challenges and connects them with relevant startups, enterprises, and solution providers.

By bridging this gap, CGAPP enables more efficient, scalable, and context-specific interventions, strengthening the capacity of local governments to deliver impactful and future-ready governance.

Kerala Startup Meet

The Hon’ble Minister for the Local Self Government Department, Kerala, held consultations with Start-up founders and solution providers from across India working on waste management.

The interaction was facilitated by the Centre for Global Affairs and Public Policy and featured presentations by Solution providers. Representatives of various stakeholders and experts in the government ecosystem were present for the meeting to evaluate start-ups and provide inputs.

The interaction featured pitches by start-ups, which were then critically examined by technical experts present. The interaction has laid the foundation for a plan to bring more solutions featuring technology and innovative solutions to the current waste management structures in Kerala.

The consultation was held keeping in mind the goal of making Kerala a completely garbage-free state by March, 2025. In order to achieve this objective, the start-up solutions and technology need to be plugged into the existing waste collection and management structures, which have provided a foundation to build upon.

Kolkata Climate Week -Government Roundtable on Waste Management & Sustainability

Kolkata Climate Week -Government Roundtable on Waste Management & Sustainability

An entire session was facilitated where startups presented their solutions to various government representatives, including Municipal Commissioners, the Kolkata Port Authority and others, with the explicit goal of piloting and on-ground adoption.

Two key climate technologies - real-time water pollution monitoring and robotic trash collection - were demonstrated during the week.

The session facilitated high-impact dialogue between innovators and policymakers. Key insights emerged on the need for field validation, adaptive pricing, and long-term service models.

Multiple startups were advised to explore O&M or subscription-based models and to follow up with custom proposals for pilot deployment in Kolkata and nearby port areas.

Urban Infrastructure & Financing

Mr. Ravinder from Bareilly Cantonment highlighted the need for infrastructure upgrades, such as a SCADA-enabled water supply and modernised ICU facilities in the Cantonment. He also addressed the importance of financing public projects and the integration of startups to modernise urban services like waste management and sanitation.

Climate-Risk-Informed Planning

Mr. Tikender Singh Panwar emphasised the vulnerabilities of peri-urban areas and advocated for climate-risk-informed planning. Mr. Panwar pointed to the need for resilient infrastructure and emphasised that urbanisation in India is driven more by poverty and migration rather than industrialisation, which makes planning all the more challenging.

Kerala’s Zero-Waste Initiatives

Mr. M. K. Varghese discussed Kerala’s ambitious zero-waste initiatives and outlined the state’s efforts in establishing a comprehensive door-to-door waste collection system. He also emphasised the adoption of bioconversion technologies to handle organic waste efficiently.

Urban Flooding & Land Constraints

Dr. Beena outlined the city’s pressing challenges, from limited land availability and dense population to climate-related issues like frequent flooding. Kozhikode’s space constraints, bordered by the coast and wetlands, restrict urban expansion and contribute to severe flooding, especially in low-lying areas that are below sea level.

Community-Driven Drain Cleaning

Ms. Neha Avasthi talked about the work she did in Sitapur. She mentioned the "Nala Safai Abhiyaan," a pre-monsoon activity part of the Swachh Bharat Urban initiative, which the Nagarpalika of Sitapur has converted into a community-driven initiative aimed at cleaning drains to mitigate local flooding.

The studies highlighted city-led growth strategies, ecosystem development, climate resilience, and financing mechanisms for future-ready urban governance.
